Greens Propose Transformative Budget for Hesse, Prioritizing Climate Action, Inclusivity, and Education
The oppositional Green Party in the Hessian state parliament has unveiled a comprehensive budget proposal for 2025, seeking to redirect significant funds towards safeguarding the environment, fostering social cohesion, and ensuring equitable access to education. Eliminating Hessegeld and Streamlining Government
To fund these initiatives, the Greens propose eliminating the Hessegeld program, which provides financial assistance for first-time homeowners. This move, they argue, would save the state 84 million euros in 2023 alone, freeing up resources for more meaningful investments.
Furthermore, the party calls for downsizing the "bloated state government" by eliminating two ministries, four additional state secretary positions, and over 200 additional civil service positions within ministerial bureaucracies. These measures, they believe, would generate savings of 25.5 million euros.
Introducing a Water Cent and Addressing Covid-19 Impact
The Greens advocate for the introduction of a water cent in Hesse, in line with the majority of German states. They estimate that this could raise 56 million euros, earmarked specifically for water conservation, environmental protection, and climate action.
To address the lasting impacts of the Covid-19 pandemic on education, the party proposes creating an opportunity budget for all schools. This funding would support catch-up efforts and enhance extracurricular activities in areas such as culture, sports, and environmental education.

The budget also includes provisions for a "HessePass Kultur" for children and young people, providing discounted or free access to cultural events and institutions. Additionally, the Greens seek to increase investment in long-term care, recognizing the growing need for support among an aging population.

By realigning budget priorities, the Greens aim to accelerate climate protection efforts in Hesse. They propose boosting funding for renewable energy, energy efficiency, and climate adaptation measures.
