Accessible Voting Options for Individuals with Visual Impairments in the German Bundestag Election
To ensure the equitable participation of individuals with visual impairments in the upcoming German Bundestag election, the Niedersächsische Blinden- und Sehbehindertenverband (NBSV) is providing free election templates.
Election Template Distribution and Availability
As of the time of writing, approximately 3,000 election templates accompanied by CDs have been dispatched. Individuals who require a template can request one until shortly before the election, with the necessary time for shipping factored in.
Members of the NBSV automatically receive the materials. However, non-members are also eligible to order them. Despite the relatively short election preparation period this year, there have been no issues in securing and supplying the materials.
Template Features and Usage
The election template features pre-punched holes that align with the designated circles for candidate selection on the ballot paper when inserted into the template. Braille and tactile numbers alongside the holes indicate the corresponding candidate and party numbers. The accompanying CD provides audio descriptions of the information displayed on the template.
On election day (February 23), voters can bring the template to the polling station. Prior to visiting the polling location, it is advisable to listen to the CD to familiarize oneself with the candidates and party options.
Assistance for Mail-In Voting
While the election template facilitates independent voting at the polling station, there are currently no specific aid systems available for the proper return of mail-in ballots. The NBSV recommends seeking assistance from trusted individuals for guidance on the appropriate envelopes and procedures.
Importance of Accessibility in Election Materials and Polling Locations
The NBSV emphasizes the crucial role of accessibility in all election-related materials:
- Election programs: Many election programs are not equally accessible in terms of their readability.
- Polling location signage: It is paramount that all signs and instructions have sufficient font sizes to aid individuals with visual impairments.

The NBSV advocates for comprehensive accessibility measures to ensure the full participation of individuals with visual impairments in the electoral process:
- Online materials: Election websites and online resources should be designed with accessibility features such as screen readers and alternative text.
- Polling place accessibility: Accessibility considerations should extend to the physical layout of polling stations, including ramps, accessible pathways, and tactile markings.
