"We have seen reports from Nepal, Cambodia, and Papua New Guinea documenting that as USAID programs cease, the People’s Republic of China has offered to partner with these governments to continue the work."

In Cambodia, China has bolstered funding for the Cambodian Mine Action Center (CMAC), the country’s largest demining organization. Beijing pledged $4.4 million to CMAC, more than double the $2 million it received from the U.S. last year.

The funding freeze disproportionately affects women globally, especially those grappling with HIV/AIDS. Lilian Achom, a participant in USAID’s Women’s Global Development and Prosperity Initiative (W-GDP), expressed concerns about the plight of widows and their children.

"Trump needs to think about the underprivileged in northern Uganda," Achom implored. "The children, the women who are currently suffering."

The former USAID official acknowledged that the freeze impacts all aspects of women’s lives, including those who benefited from USAID programs focused on economic empowerment and digital inclusion. It remains uncertain whether China will prioritize funding similar programs.

White House Justification and Accountability

The White House has defended the funding freeze, citing instances of "waste and abuse" in USAID programs, including funding for electric vehicles in Vietnam, diversity initiatives in Serbia, and tourism development in Egypt.

However, the State Department declined to comment on the matter.
