Riyadh, Saudi Arabia – In a significant move towards potentially resolving the ongoing conflict in Ukraine, the first face-to-face meeting between US Secretary of State Marco Rubio and Russian Foreign Minister Sergei Lavrov has commenced in the Saudi capital of Riyadh. The meeting is attended by high-level officials from both sides, including Russian Foreign Ministry advisor Yuri Ushakov and US special envoy for the Middle East, Steve Witkoff. National Security Advisor Mike Waltz is also accompanying Rubio.

The primary objective of the talks is to prepare for potential negotiations between Trump and Russian President Vladimir Putin on the Ukraine conflict. No dates for such a meeting have been set yet. The US-Russia relationship has been severely strained in recent years due to Russia’s annexation of Crimea and its military intervention in Ukraine. Meetings between Lavrov and former US Secretary of State Antony Blinken have been limited to the sidelines of international forums such as the G20.

Frozen Russian assets have been made available to Ukraine to help it defend against the Russian invasion. Despite this assistance, Russia continues to control approximately one-fifth of Ukrainian territory, including Crimea.

Ukrainian President Volodymyr Zelenskyy is also visiting the Gulf region, having met with UAE President Mohammed bin Sajid. He is expected to arrive in Saudi Arabia on Wednesday, a day after the US-Russia talks. Zelenskyy’s presence in the region underscores Ukraine’s ongoing efforts to maintain international support for its cause.

Expectations and Outlook

The Riyadh meeting is seen as a crucial step in the process of finding a diplomatic solution to the Ukraine conflict. It is expected to serve as a platform for discussing practical arrangements for negotiations between Trump and Putin.
