Demographic Change: Significant Implications for the Labor Market in Saxony-Anhalt
A recent study by the Nuremberg Institute for Labor Market and Occupational Research (IAB) has projected that demographic change will have a severe impact on the labor market in Saxony-Anhalt. By 2040, the number of employed persons in the state is expected to decline by more than ten percent. Only Saxony and Thuringia are expected to face a steeper decline.
The IAB study predicts a reduction in the workforce from 47.1 million in 2023 to 46 million in 2040. This trend is expected to be particularly pronounced in Saxony-Anhalt, with significant job losses in various sectors.
Specifically, the construction industry, public administration, and retail are projected to experience the highest job cuts, with an estimated loss of around 20,000 positions in each sector. The labor market region around Magdeburg and northern Saxony-Anhalt is anticipated to be more severely affected than the Halle/Leipzig region.
The study also highlights that the increasing shortage of skilled workers will make it challenging to fill vacant positions in fields such as mechatronics and information technology.
IAB expert Enzo Weber emphasizes the need for targeted measures in shrinking regions to maintain economic vitality. Otherwise, a downward spiral is likely to occur, where a decrease in population leads to reduced public infrastructure, which in turn prompts further outmigration.
Weber identifies potential in the pool of older workers and women who could work longer hours or in greater numbers. Technological solutions such as remote work could also mitigate the impact, enabling individuals in areas with limited job opportunities to work in regions with labor shortages without relocating.
However, Weber acknowledges that immigration of foreign workers will be essential to address the labor shortage. He notes that many foreign workers are underemployed in Germany. Consequently, efforts to improve the recognition of foreign qualifications, language training, and professional development opportunities are crucial.
