Paris Homelessness Count: 3,507 Unsheltered Individuals, Slight Increase in Women

Parisian Homelessness Count Remains Relatively Stable in 2025

In January 2025, a census conducted during the annual Nuit de la Solidarité (Night of Solidarity) revealed that the number of homeless individuals in Paris stood at 3,507. This figure represents a slight decrease of 0.4% compared to the 3,492 people counted in 2024.

The census, carried out by teams of volunteers who surveyed streets and public spaces, found that roughly three-quarters of the homeless population (2,628 individuals) were encountered in the streets of Paris proper, while the remaining quarter (879 individuals) were located in other areas, including the slopes of the périphérique (ring road), encampments, train stations, and the Bois de Boulogne and Vincennes.

The census data does not include the 337 young people who have been occupying the Gaité-Lyrique theater for several weeks. According to the City of Paris, these individuals were not considered to be "properly homeless" as they had access to shelter and other basic amenities.

The census also revealed an increase in the proportion of women experiencing homelessness, rising from 12% in 2023 to 14% in 2025. The report identified a higher concentration of homeless women in the 10th, 12th, 15th, 18th, and 19th arrondissements.

Over half (59%) of the homeless individuals encountered during the census were found to be alone.

Regional Homeless Population

In addition to the Paris count, the census also covered 30 communes (municipalities) in the Greater Paris area. The Métropole du Grand Paris, which oversees the region, reported 768 homeless individuals in these areas.

The Nuit de la Solidarité census is conducted annually by volunteers who canvass streets and public spaces throughout Paris and the Greater Paris area. The data collected includes information on demographics, location, and other factors.
