However, the CDU contends that schools lack legal authority to address situations where parents fail to ensure regular participation in the support program.

Equitable Opportunities for All Children:

CDU leader Sebastian Lechner emphasized the paramount importance of providing all children with equal opportunities for academic success. He stressed that the proposal is not solely targeted at children with migrant backgrounds but also encompasses children who do not attend daycare. According to CDU statistics, approximately ten percent of four-year-olds do not attend daycare.

Exemptions and Implementation Details:

The proposed language assessment would only be waived if a daycare director certifies that the child demonstrates adequate German language skills. TheCDU proposes that the language support program be conducted within daycare facilities but taught by primary school teachers. To facilitate this, the CDU intends to allocate an additional 20 million euros annually to municipalities within the state budget.
