Hamburg Pays Less Into German Fiscal Equalization System in 2023

Hamburg’s Contribution to Equalization of Financial Resources Declines

Hamburg’s contribution to the equalization of financial resources among German states has decreased significantly in the past year, from 934 million euros to 106 million euros. This information was revealed in a document from the Federal Ministry of Finance obtained by the German Press Agency (DPA).

The decrease in Hamburg’s contribution is attributed to a decline in exceptional tax revenues that had inflated the city’s payments in previous years. "After years of special effects, Hamburg’s contribution is now leveling off in a mid-range scenario, which is good for Hamburg and its taxpayers," said Andreas Dressel (SPD), Hamburg’s senator for finance, in a statement to the DPA.

Hamburg has consistently emphasized its commitment to the federal principle of financial solidarity, as reflected in the equalization of financial resources, and has defended it against criticism from certain quarters, particularly the state of Bavaria. "Hopefully, Mr. Söder will withdraw his lawsuit against the equalization of financial resources after the federal election," Dressel added, referring to Markus Söder, the Minister-President of Bavaria.

In 2022 and 2023, Hamburg made record contributions to the equalization of financial resources. However, it was anticipated that these contributions would decline in subsequent years due to revised tax revenue projections. Dressel had previously attributed the exceptionally high contributions of the past two years to "one-time tax effects."

The equalization of financial resources involves the redistribution of funds among the 16 German states to ensure a more equitable distribution of fiscal capacity. In 2023, approximately 18.65 billion euros were redistributed through this mechanism. Among the contributing states, Hamburg’s contribution was the lowest, after Bavaria (9.77 billion euros), Baden-Württemberg (5.03 billion euros), and Hesse (3.73 billion euros). Berlin received the largest share of funds from the equalization mechanism, amounting to 3.94 billion euros.

The equalization of financial resources is a crucial element of Germany’s federal system, promoting solidarity and reducing disparities between states with different economic strengths. It enables states with lower tax revenues to maintain essential public services and infrastructure, fostering a more balanced and equitable distribution of resources across the country.

As a major economic hub, Hamburg has consistently contributed to the equalization of financial resources, supporting the principle of fiscal solidarity that underpins the German federation. The recent decline in its contribution reflects a normalization of tax revenues following exceptional years, and Hamburg remains committed to fulfilling its role as a responsible participant in this important mechanism.
