Robert Habeck’s Seven-Point Plan: A Holistic Vision for Germany’s Future

Robert Habeck, the Green Party’s candidate for Chancellor, has unveiled an ambitious seven-point plan that outlines his vision for Germany’s future. The plan, titled "Breakthrough Instead of Regression," prioritizes climate protection, social justice, and economic innovation.

1. Establishing a "Deutschlandfonds" for Sustainable Transformation

Habeck’s cornerstone policy is the creation of a "Deutschlandfonds," a multi-billion euro investment fund dedicated to financing climate protection, infrastructure, and economic modernization. The fund will be supported by a relaxation of the country’s debt brake.

2. Social Equity in Climate Protection

Social justice is a key aspect of Habeck’s climate agenda. He aims to ensure that all citizens benefit from the necessary energy transition. To achieve this, he proposes income-based subsidies for building renovations and electric mobility. The Deutschlandfonds will subsidize grid fees for long-distance power lines, while the electricity tax will be reduced to the European minimum, making renewable energy more affordable.

3. Affordable Public Transportation and Housing

Habeck pledges to lower the price of the "Deutschlandticket" for public transportation back to €49, including free travel for children under 16. The Deutschlandfonds will also fund school building renovations, with €10 billion earmarked annually from 2026 onwards. Habeck aligns with the Social Democratic Party (SPD) in raising the minimum wage to €15 and guaranteeing a pension level of at least 48%.

4. Unleashing Economic Innovation

Habeck recognizes the importance of fostering economic innovation. He plans to launch an "Innovation Offensive" in education, research, infrastructure, digitalization, and economic renewal. Entrepreneurs and businesses can expect a 10% reduction in bureaucracy during his first year in office, increasing to 25% over the entire legislative period.

The development of artificial intelligence (AI) is a top priority. Habeck aims to make it a "national concern" and establish a "KI-Alliance" involving industry, research, and government. He believes Europe must remain competitive with the US and China in this field.

5. Supporting Families and Housing Affordability

Habeck promises significant relief for families. In addition to reducing costs for electricity and transportation, he proposes a substantial increase in parental allowance, raising the maximum monthly amount from €1,800 to €2,400. He plans to make housing more affordable by extending rent controls, cracking down on speculation, and increasing housing construction subsidies for families.

6. Humane and Responsible Migration Policy

In contrast to the conservative alliance of CDU/CSU, Habeck advocates for European solutions in asylum and migration policy. He supports the implementation of the Common European Asylum System to manage migration effectively while protecting humane standards for refugees.

Habeck also emphasizes the need for migration agreements with countries of origin to ensure the return of citizens and create legal pathways for education and work. He calls for the consistent deportation of non-German criminals who pose a threat to society.

7. Strengthening Defense and European Cooperation

Habeck acknowledges the need to increase defense spending but does not specify a target of 3.5% of GDP. He advocates for investing "significantly more than 2%" in defense capabilities. The Green candidate also supports the development of a common European defense industry and the continuation of aid to Ukraine, which he deems crucial for Germany’s security interests.
