Dominican Republic to Extend Border Fence with Haiti to 176 Kilometers

Santo Domingo, February 18, 2023 – The Dominican Republic announced on Monday that it will extend the wall separating it from Haiti by approximately 10 kilometers, bringing the planned length of the barrier to 176 kilometers. Intended to curb illegal immigration, the fence is part of a broader effort to address border security concerns.

Highlighting the effectiveness of the initial 34-kilometer stretch constructed in Dajabon, President Luis Abinader pointed to an estimated 80% reduction in cattle theft and vehicle smuggling in the area. At a weekly press conference, Abinader announced a "call for tenders" to extend the wall by "10 to 12 kilometers."

"This is what our multi-year budget allows us to do," Abinader stated, explaining that financing has been secured "for this year and the following part for 2026."

The Dominican Republic, which shares the island of Hispaniola with Haiti, commenced construction of the separation wall in 2021 as a measure to "protect" itself from perceived threats of undocumented migration, violence, and contraband from Haiti.

Since October, the Dominican government has implemented a large-scale deportation campaign targeting undocumented Haitian migrants, resulting in the expulsion of 142,378 individuals within a four-month period, according to the General Directorate of Migration (DGM). Authorities estimate that the total number of deportations will exceed 276,000 by the end of 2024.

The planned border barrier is intended to cover more than half of the 340-kilometer border between the two nations. As of November 2024, the first phase of the project was reported to be 80% complete.

Upon his reelection in 2024, President Abinader pledged to continue the construction of the wall in mountainous areas, where cross-border crossings have reportedly increased, as part of a second phase of the project.

Illegal Immigration and Border Security Concerns

The construction of the border fence is part of a wider effort to address concerns about illegal immigration from Haiti. The Dominican government has asserted that undocumented migration poses significant challenges, including strain on public resources and security risks.

The influx of Haitian migrants has been attributed to various factors, such as economic hardship, political instability, and natural disasters in Haiti. The Dominican Republic has expressed concerns about the impact of illegal immigration on its economy, social services, and environmental resources.

Criticism and Concerns

The construction of the border fence has drawn criticism from some sectors, including human rights groups and Haitian leaders. Critics argue that the fence is a costly and ineffective solution that violates the rights of migrants and fails to address the root causes of illegal immigration.

Moreover, concerns have been raised about the potential environmental impact of the fence, as it cuts through sensitive ecosystems and may disrupt the movement of wildlife.

Bilateral Relations and Collaboration

The fence poses significant challenges for the Dominican Republic and Haiti, which have a long history of complex bilateral relations. The construction of the barrier is likely to further strain relations between the two nations, already marred by issues of migration, trade, and historical tensions.

Some experts suggest that the Dominican Republic and Haiti should prioritize cooperation and dialogue to address border security concerns, rather than relying solely on physical barriers. They argue that a collaborative approach could involve investing in economic development, border management, and addressing the root causes of illegal migration in Haiti.

Conclusion

The Dominican Republic’s decision to extend its border fence with Haiti is part of a broader effort to address concerns about illegal immigration. However, the effectiveness and long-term impact of the fence remain unclear. Critics argue that it is a costly and ineffective solution that fails to address the underlying causes of migration. Bilateral cooperation and dialogue between the Dominican Republic and Haiti will be crucial in managing border security challenges and fostering a more harmonious relationship between the two nations.
