A victims’ association representing individuals allegedly harmed by the now-defunct low-cost dental center network Dentexia is escalating its fight for justice. This weekend marks a critical juncture as the association, known as La Dent Bleue, prepares to file a collective complaint with the Ministry of Justice on Sunday, March 2nd, followed by a formal submission to the Paris Judicial Court on Monday. The move signifies a determined effort to reignite an investigation that has seemingly stalled since its initiation in 2016.

Dentexia, which operated for four years before its liquidation in 2016, encompassed a network of dental clinics primarily situated in various French cities, including Paris, Lyon, Vaulx-en-Velin (Rhône), and Chalon-sur-Saône (Saône-et-Loire). The organization’s business model, centered on offering affordable dental care, attracted a significant number of patients. However, numerous complaints soon surfaced, alleging substandard treatment and instances of abandonment mid-treatment. These grievances ultimately triggered the opening of a judicial inquiry in 2016.

The investigation encompasses a wide range of potential offenses, including deceptive business practices, the illegal practice of dentistry, violence resulting in mutilation or permanent disability, organized fraud, and money laundering. Over 1,500 formal complaints have been lodged by affected patients. Despite the gravity of the accusations and the sheer volume of grievances, the investigation appears to have languished in recent years. Following the indictments of Dentexia’s founder, Pascal Steichen, his wife, and the association’s treasurer in 2018, progress on the case has reportedly stalled.

Abdel Aouacheria, the vice-president of La Dent Bleue, which represents approximately 200 members, with "two-thirds" identifying as Dentexia victims, has voiced his deep concern over the investigation’s stagnation. Aouacheria attributes the slow pace to the "massive scale" of the case, coupled with the judicial system’s "lack of resources," hindering its ability to effectively address the complex issues involved. He further expressed doubt regarding the capacity of the third investigating judge assigned to the case, who met with the association in May 2024, to definitively establish culpability, even after a careful review of the documentation and hearing witness testimonies.

The Dentexia affair is multifaceted, encompassing allegations of physical harm, financial impropriety, and corporate obfuscation. Aouacheria highlights the existence of "mutilations, treatments paid for but not performed, as well as a financial dimension, a web of commercial companies, and the granting of abusive bank loans." These elements contribute to the complexity of the case and present significant challenges for investigators.

Furthermore, Aouacheria notes the difficulty in directly implicating individual dentists in the alleged malpractice. He claims that the dentists whose names appeared on official prescriptions and documentation were often merely "figureheads." The individuals actually performing the dental procedures were often "newly graduated dentists from Romania, Portugal…" This practice raises questions about qualifications, oversight, and accountability within the Dentexia network.

For the victims, the prospect of a trial remains uncertain, causing considerable anxiety and frustration. La Dent Bleue’s decision to file a collective complaint signifies its unwavering commitment to pursuing justice and holding those responsible accountable. The association hopes that this coordinated legal action will revitalize the investigation and provide much-needed assistance to the judicial system. By "grouping the complaints into different categories," La Dent Bleue aims to streamline the process and facilitate a more efficient and comprehensive investigation.

As a symbolic gesture of solidarity and to amplify the voices of the victims, approximately ten members of the association will participate in a demonstration on Sunday. They plan to publicly broadcast a sound art composition created using the voices of around sixty victims, before formally submitting the complaint to the Ministry of Justice. This performative act is intended to draw attention to the plight of the victims and underscore their determination to seek redress. On Monday, the collective complaint will be officially sent by registered mail to the Paris Judicial Court, marking the formal commencement of legal proceedings.

The collective complaint represents a significant step forward in the pursuit of justice for the victims of Dentexia. By uniting their voices and resources, La Dent Bleue aims to overcome the challenges that have plagued the investigation and ensure that those responsible for the alleged misconduct are held accountable. The outcome of this legal action remains uncertain, but the association’s unwavering commitment to seeking justice offers a glimmer of hope to the many individuals who have been affected by the Dentexia scandal. The case also highlights broader issues related to low-cost healthcare provision and the need for robust regulatory oversight to protect patients from potential harm.
