Escalation in South China Sea: Chinese Military Aircraft Buzzes Philippine Plane
Manila, Philippines – Tensions in the South China Sea escalated on Tuesday, February 18, as the Philippine Coast Guard accused the Chinese Navy of "dangerous" behavior after a Chinese military helicopter flew dangerously close to a Philippine reconnaissance aircraft.
The incident occurred near Scarborough Shoal, a disputed reef in the heart of the South China Sea. The Philippine aircraft, carrying a group of journalists, was conducting a routine surveillance mission when it was approached by the Chinese helicopter. The Chinese aircraft came so close that AFP photographer Noel Celis, who was aboard the Philippine plane, could clearly see the Chinese crew filming them.
The Philippine aircraft was flying at 700 feet above sea level, well within the internationally recognized airspace. However, China claims sovereignty over Scarborough Shoal and surrounding waters, despite an international tribunal ruling in 2016 that Beijing’s claims have no legal basis.
According to Tian Junli, spokesperson for the Chinese Southern Theater Command, the Philippine aircraft "illegally entered the airspace above Huangyan Island," the Chinese name for Scarborough Shoal. Tian claimed that Chinese naval and air units were dispatched to "follow, monitor, warn, and expel the aircraft in accordance with the law," adding that "the actions of the Philippines seriously violated China’s sovereignty."
Philippine Coast Guard spokesperson Jay Tarriela told reporters that this was the first time a helicopter from the People’s Liberation Army Navy (PLAN) had been used in such a provocative manner against a Philippine patrol aircraft. When asked if the incident signaled an escalation, Tarriela said that China had been adopting a "calibrated approach" in such encounters.
The Philippine government later on Tuesday said it would file a formal diplomatic protest over the incident.
China’s Assertive Stance in the South China Sea
China claims the vast majority of the South China Sea, a strategic waterway that is believed to hold significant oil and gas reserves. Despite the 2016 tribunal ruling, China has been increasingly assertive in its claims, building artificial islands and military installations in the disputed waters.
Beijing’s actions have raised concerns among neighboring countries, including the Philippines, Vietnam, Malaysia, and Brunei, which also have competing claims in the South China Sea. The United States has also expressed concern, sending warships to conduct freedom of navigation operations in the disputed waters.
Escalating Tensions and Diplomatic Tensions
The latest incident is the latest in a series of tense encounters between China and the Philippines in the South China Sea. In April 2021, a Chinese vessel rammed a Philippine fishing boat, killing 22 Filipino fishermen. In March 2022, China deployed hundreds of fishing vessels near Scarborough Shoal, a move that was seen as a show of force against the Philippines.
The escalating tensions have strained diplomatic relations between the two countries. In January 2023, the Philippine government demanded that China withdraw its vessels from Scarborough Shoal, but Beijing refused.
International Concerns and Calls for De-escalation
The international community is growing increasingly concerned about the rising tensions in the South China Sea. The United States has called on both China and the Philippines to de-escalate the situation and engage in dialogue to resolve their differences.
ASEAN, the Association of Southeast Asian Nations, has also expressed concern and urged all parties to exercise restraint and abide by international law.
