Bayern Lags Behind in Utilization of Care Relief Benefits

According to the Techniker Krankenkasse (TK), a significant majority of care recipients in Bavaria who are cared for by family members are missing out on financial assistance. In the past year, only 36% of eligible beneficiaries insured with TK in the state of Bavaria took advantage of the so-called relief benefits.

These benefits amount to a monthly budget of currently 131 euros, accessible to all care recipients with a care level who are cared for at home. The funds can be used to cover care and assistance services that relieve the burden on their family caregivers.

Nationwide, Bavaria ranks last in the distribution of relief benefits. However, even in the rest of Germany, the benefits are rarely used: The highest utilization rate in 2024 was in Saxony, with almost 55%. TK is the largest statutory health insurance fund in Germany, making its data representative of the overall situation.

According to the Bavarian State Office for Statistics, more than 630,000 people in the state currently receive benefits from long-term care insurance. "Since eight out of ten care recipients are cared for at home, family members bear the brunt of the burden," said TK state director Christian Bredl.

Relief benefits could be used to pay for household help, everyday companions, services in care groups, or daytime care in private homes.

To ensure that the funds reach the affected families, Bredl calls for reducing bureaucratic hurdles and paying out relief benefits annually instead of monthly.

Barmer state director Alfred Kindshofer proposes an alternative solution: Instead of a financed family care period, he suggests a tax-funded care period that would provide caregivers with financial support for a limited period based on their income, similar to parental leave.
