Bavaria Leads Germany in Energy Transition Funding: KfW Report Highlights Heating Swap Boom

Bavaria, the Leading Beneficiary of KfW Energy Transition Funding

The German federal state of Bavaria has emerged as the top recipient of subsidized loans and direct grants from the state-owned development bank KfW for its energy transition efforts in the past year.

According to the KfW Förderbank’s annual report, Bavaria received nearly €3.9 billion in funding, surpassing even the more populous state of North Rhine-Westphalia (€3.4 billion). Municipalities, businesses, and private households benefited from these subsidies.

Heating System Replacements Surge with KfW Support

Notably, over 42,000 applications for heating system replacements were submitted from Bavaria alone, resulting in more than €570 million in funding. Nationwide, 227,000 subsidy applications for heat pumps have been approved by the end of 2024, with a total volume of approximately €3.3 billion. KfW emphasized that the Heating Act, which has been heavily criticized by the conservative Union parties, has been "well-received."

Green Energy Advocate Commends Funding but Raises Concerns

Martin Stümpfig, the Greens’ spokesperson for energy policy in the Bavarian parliament, praised the high level of funding but expressed surprise at the state government’s lack of awareness about it. "Despite my comprehensive written inquiry, seven weeks ago, I received a brief response stating that no data on federal subsidies was available," said Stümpfig.

He criticized Prime Minister Markus Söder for repeatedly accusing Berlin of discrimination against Bavaria while simultaneously being unaware of the state’s significant benefit from the Heating Act.

Potential Threat to Heating Transition

Stümpfig cautioned against abolishing the federal subsidy program after the upcoming election, as has been threatened by the Union. "If this happens, southern Germany, especially Bavaria, will be disproportionately affected," he warned.

He noted that Bavaria had already cut its own state funding for energy-efficient building renovations in 2020. "Therefore, I urge everyone who still wants to replace their heating system in an environmentally friendly way to act quickly. Applications can still be submitted for a few more weeks."
