Baden-Württemberg Launches Campaign to Raise Awareness About Refugee Accommodation

Baden-Württemberg Intensifies Efforts to Secure Public Support for Refugee Accommodation

Faced with resistance from municipalities and districts over the construction of new refugee shelters, the state of Baden-Württemberg launches a public relations campaign to foster understanding and alleviate concerns.

"We recognize that the establishment of new initial reception facilities raises questions at the local level," stated Justice Minister Marion Gentges (CDU). Through this information campaign, the state aims to facilitate an objective discussion and provide clarity on the complex asylum process.

Online Outreach and Information

The campaign includes an updated website featuring pictograms and clear language to explain the fundamental aspects of asylum procedures. It also emphasizes the potential benefits for the job market, infrastructure, kindergartens, and healthcare if a municipality hosts an initial reception facility.

On-the-Ground Resistance and State’s Legal Obligations

Despite the outreach efforts, opposition to new shelters remains strong in some areas. Municipalities demand improved European distribution of asylum seekers, accelerated procedures, and enhanced security measures.

However, the state has a legal obligation to accommodate and distribute refugees. The Green-Black coalition has indicated its willingness to escalate pressure on municipalities and potentially impose shelter facilities even against their will.

Fluctuating Numbers and Preparation for Future Crises

While the number of arriving refugees has recently declined, Minister Gentges cautions, "We cannot predict how the numbers will develop." She points to the ongoing conflict in Ukraine as a reminder of the need for preparedness.

Expansion of Initial Reception Capacity

The state targets an increase in the so-called regular capacity of initial reception facilities to accommodate 15,000 places for 12,000 individuals. Currently, the capacity stands at just over 6,000.

According to the ministry, a higher regular capacity will allow for the completion of asylum procedures directly at initial reception facilities, reducing the burden on municipalities. Individuals with a likely prospect of remaining in Germany would then be primarily distributed.

Baden-Württemberg’s Refugee Accommodation System

The refugee accommodation system in Baden-Württemberg consists of three phases:

  • Initial reception facilities, where refugees are housed upon arrival, are managed by the state.
  • Temporary accommodation is handled by the respective district or city.
  • Permanent accommodation is provided by the municipality.

Ongoing Facility Construction

The state is currently assessing the suitability of 20 potential locations in Eschbach, Fellbach, Ludwigsburg, Reutlingen, Lahr, and Stuttgart as initial reception facilities. Additionally, temporary capacities are being constructed in Bruchsal using container structures for a period of five years. Kornwestheim has already established a new initial reception facility for 220 asylum seekers.
