Frankfurt, Germany – Hesse’s Minister of the Interior, Roman Poseck, has announced the planned deployment of artificial intelligence (AI) in video surveillance systems across the state. "We are actively exploring the integration of AI into video surveillance in Hesse," said Poseck, a member of the Christian Democratic Union (CDU) party, in Frankfurt.

Enhanced Data Analysis and Image Interpretation

The AI system will serve two primary functions: data analysis and image interpretation. Specifically, AI will be utilized to analyze sensor data, such as motion patterns, and identify potentially dangerous situations, such as physical altercations or the use of weapons.

Complementing Police Officers, Not Replacing Them

Poseck emphasized that the AI system is not intended to replace police officers but rather to enhance their efficiency and expedite response times in critical situations. By automating certain tasks, AI can free up police officers to focus on more complex and high-priority responsibilities.

Biometric Facial Recognition for Exceptional Circumstances

In exceptional circumstances, such as counter-terrorism operations, the AI system can also be deployed for biometric facial recognition. "In such scenarios, the primary concern should be the mitigation of risk, not privacy," Poseck asserted. This deployment is supported by the new Police Act, approved by the state parliament in December 2022.

Pilot Project in Frankfurt’s Bahnhofsviertel

The initial deployment of AI in video surveillance will occur in Frankfurt’s Bahnhofsviertel, a bustling district known for its diverse population and lively nightlife. The project is scheduled to commence in the first half of 2025, with potential for expansion in the latter half of the year.

Expansion Plans Across Hesse

Poseck further outlined plans to extend the AI-based video surveillance system to other locations throughout Hesse. The ultimate goal is to implement the system at numerous strategic sites across the state, leveraging AI’s capabilities to enhance public safety.

Privacy Concerns and Legal Considerations

The deployment of AI in video surveillance raises questions about privacy and data protection. Poseck acknowledged these concerns but emphasized that the system will operate within the legal framework of the Police Act. Data will be collected, processed, and stored in accordance with strict privacy regulations.
