Berlin: Rechnungshofpräsident Klingen fordert weitere Sparbemühungen

Berlin’s Budget Watchdog Urges Fiscal Discipline and Scrutiny

Berlin’s Auditor General, Karin Klingen, has issued a stern warning to the city-state’s parliament, urging them to intensify efforts to address persistent budget deficits. During a recent plenary session, Klingen exhorted lawmakers to "stay the course" and make "difficult political decisions" to ensure the city’s financial sustainability.

According to Klingen, Berlin’s financial outlook remains precarious, with projections indicating significant deficits in the coming years. She emphasized the need for "structural consolidation" by critically evaluating tasks, standards, and structures to identify areas for savings.

Concerns Over Refugee Housing Financing

Klingen also expressed skepticism about the Berlin government’s proposal to finance refugee housing through emergency loans known as "Notlagenkredite." This measure would allow the city to incur debt that would otherwise be prohibited by its constitutional debt brake. However, Klingen cautioned that there are strict legal limits to this mechanism.

She stressed that the declaration of an emergency situation must be carefully justified and that financial constraints alone do not constitute a sufficient reason. "It is imperative to determine whether the housing of refugees actually constitutes an emergency that warrants the use of such loans," she said.

Repayment Responsibilities

Klingen also reminded lawmakers that emergency loans must eventually be repaid. "Ensure that the supposed lifelines of today do not become an opaque mountain of debt tomorrow," she warned.

Calls for Transparency and Accountability

The Auditor General emphasized the importance of transparent financial management and accountability for public funds. She urged the parliament to "intensify its monitoring of the use of Notlagenkredite" and to "ensure that they are utilized solely for their intended purpose and in accordance with the legal framework."

Furthermore, Klingen called for a comprehensive review of Berlin’s overall financial situation. "It is crucial to examine the city’s income, expenditure, and investment strategies and to identify potential savings and optimization measures," she said.

Recommendations for Fiscal Prudency

In her address to the parliament, Klingen outlined several concrete recommendations for fiscal prudence:

  • Review of Subsidies: Conduct a thorough review of existing subsidies and grants to determine their effectiveness and identify opportunities for savings.
  • Optimization of Procurement: Improve procurement practices to ensure value for money and eliminate waste.
  • Centralization of Services: Explore opportunities for centralizing administrative services across different agencies to reduce duplication and inefficiency.
  • Digitalization and Automation: Accelerate digitalization efforts and automate processes to enhance efficiency and reduce costs.
  • Infrastructure Investment: Prioritize infrastructure investments that generate long-term savings, such as energy efficiency measures and smart mobility initiatives.

Klingen concluded her speech by reiterating the need for a shared commitment to fiscal discipline and responsible financial management. "It is our duty as elected representatives to ensure the stability of our city’s finances and to create a sustainable foundation for future generations," she said.
