Reformist Impasse
There is no shortage of intelligent proposals for modernizing various aspects of the state. However, most reform initiatives wither away, and a cohesive plan remains elusive. Why such stagnation? Overcoming this paralysis is crucial for the future of the German society.
The Initiative
Four authors, joined by approximately 50 experts, have founded the ‘Initiative for an Effective State.’ Backed by the German President and supported by several foundations, the initiative aims to break down the barriers hindering effective government action.

Working Groups and Recommendations
The initiative operates through seven working groups, covering areas such as security, digital government, and competitiveness. Four subgroups are currently refining their recommendations. The group plans to release concrete proposals for structural improvements to the German government after the upcoming federal elections.
