According to the American Presidency Project, "For research purposes, it is probably harmless to categorize these as State of the Union messages (as we do), as the impact of such a speech on public, media, and congressional perceptions of presidential leadership and power should be the same as if the address was an official State of the Union."

The practice of new presidents delivering unofficial State of the Union speeches began with Ronald Reagan in 1981, when he succeeded Democrat Jimmy Carter. Since then, there have been eight instances of unofficial speeches, including the one scheduled for President Donald Trump in March 2025.

These unofficial speeches have essentially the same weight and impact as official State of the Union addresses. They provide an opportunity for the President to lay out their vision for the nation, set legislative priorities, and address key issues facing the country.

The Forthcoming Address: Background and Significance

President Trump’s scheduled address on March 4, 2025, will not technically be a State of the Union, but it will carry the same significance. House Speaker Mike Johnson extended the invitation, noting that it will be an opportunity for the President to share his "America First vision" for the future.
