Targeted Approach to Combating High-Level Crime in Loire-Atlantique
Introduction
To address the escalating crime rate in France, the Minister of the Interior, Bruno Retailleau, has implemented a comprehensive plan of action across the country. In Loire-Atlantique, Prefecture Fabrice Rigoulet-Roze has outlined the department’s specific strategy, focused on targeting repeat offenders and enhancing security measures.
Establishment of a Multi-Service Cell
On February 19, the prefecture established a dedicated cell to assess and manage "multi-recidivist delinquents." Co-chaired by the prefect and the public prosecutor, this cell brings together a diverse team of personnel from the narcotics squad, the operational intelligence unit for narcotics (CROSS), and the anti-drug office (OFAS). Their primary mission is to intensify the fight against drug trafficking and curb serial crime.
"Our assessment indicates that a limited number of individuals are responsible for a significant portion of the criminal activity in the region," Rigoulet-Roze stated. "We will enhance our efforts to identify and focus on these individuals, implementing a comprehensive approach that combines both legal and administrative measures."
Reinforcement of Geographical Security Plans
Another key component of the departmental plan is to strengthen and expand the geographical security plans deployed in Nantes and Saint-Nazaire in 2024. These plans involve increased police patrols and enhanced collaboration with local authorities.
"Feedback from the field, discussions with elected officials, and the analysis of a year’s worth of operations have guided our strategic approach," Rigoulet-Roze added. The prefecture is also leveraging the additional police personnel announced earlier this year by the Ministry of the Interior.
Crackdown on Crime Hotspots
To demonstrate their commitment to improving public safety, a large-scale security operation was carried out in the downtown area of Nantes at the intersection known as "the crossroads of the trams." This area has been notorious for illicit sales of pregabalin, cigarettes, and cannabis.
Approximately 40 officers from various law enforcement agencies, including the police, gendarmes, CRS (riot police), and customs officials, participated in the operation. "Our goal is to ensure that everyone feels comfortable and safe in our streets, with the exception of criminals and their clients," said Bassem Asseh, first deputy mayor of Nantes. "We are employing a combination of surprise interventions and sustained operations to achieve this."
In the past year, 26 security operations have been conducted in Nantes, 10 of which involved the CRS 82. These efforts have resulted in the arrest of numerous individuals and the seizure of illegal substances.
Increased Collaboration and Information Sharing
Rigoulet-Roze emphasized the importance of collaboration among various stakeholders in the fight against crime. "We are working closely with local authorities, law enforcement agencies, and neighborhood councils to identify problem areas and develop tailored solutions," he said.
Such coordination allows for the rapid exchange of information and a proactive approach to addressing emerging trends in criminality. The prefecture has also established a dedicated platform for citizens to report suspicious activity or share concerns anonymously.
