Inmates in Saxon Prisons Can Cast Votes in Germany’s Preponed Federal Election

Ahead of the federal election this Sunday, Justice Minister Constanze Geiert (CDU) announced that 1,681 of Saxony’s inmates and detainees will be able to exercise their democratic right to vote. As of January 1, they were registered as eligible voters and will likely retain their eligibility on election day.

"The right to vote in the federal election extends to prisoners as well," Geiert emphasized. "As a rule, they will cast their ballots by mail."

The minister highlighted the positive impact that political involvement and electoral participation can have on the rehabilitation prospects of incarcerated individuals.

Prisoners Participate in the Electoral Process via Mail-in Ballots

Within prison walls, inmates will mark their ballots on mail-in ballots. They can submit their filled-out envelopes either through the regular postal service or to a designated prison official.

Prior to casting their votes, inmates receive thorough instructions and are made aware of potential postal delays. If they use the official ballot envelope, their correspondence will not be monitored.

Alternative Voting Options

Inmates can also cast their votes in person at their designated polling station or in a different district if they are granted temporary or long-term release. However, the proportion of mail-in voters in prisons is not tracked, nor are there separate polling stations within correctional facilities. Similarly, there is no specific tabulation of voter turnout among the prison population.

Safeguarding Voting Rights

Saxon prison authorities have implemented measures to ensure the integrity of the electoral process for incarcerated individuals. Prisoners are informed of their voting rights and provided with the necessary materials to cast their ballots confidentially. They are also given ample time to make their choices and are not subjected to any undue influence or pressure.

Resocialization through Political Participation

The opportunity for inmates to participate in the election is seen as a vital step in their reintegration into society. By engaging with the political landscape and exercising their democratic rights, prisoners can cultivate a sense of belonging and responsibility. This, in turn, can contribute to their successful return to the community after serving their sentences.
