Financial Crisis Looms Over Municipalities in Southeastern Lower Saxony

The financial concerns of municipalities in southeastern Lower Saxony have escalated into a full-fledged financial crisis, according to a joint statement issued by seven county governments.

"Given the precarious developments, we can no longer rule out curtailments in certain areas in the future," said Goslar County Executive Alexander Saipa (SPD). "Urgent action is required."

In the counties of Gifhorn, Goslar, Göttingen, Helmstedt, Northeim, Peine, and Wolfenbüttel, the projected budget deficit for 2025 has soared to nearly €230 million. In 2023, it stood at around €101 million.

According to the county executives, expenses for social assistance and integration support have been spiraling out of control. Childcare, youth services, and housing allowances are also placing an increasing burden on municipal budgets.

Consequently, the financial leeway for sectors such as education and infrastructure is shrinking. "If we are unable to maintain our capacity to act," warned Saipa, "discontent will continue to grow."

The county executives are calling for a share of the surplus from the state budget for 2024 to be allocated to alleviating the financial distress of municipalities. Additionally, they acknowledge the need for fundamental measures in future budgets, without specifying details.

Oldenburg Region Also Facing Impending Financial Crisis

In December, the urban and rural districts of the Oldenburg region had already sounded the alarm about an impending financial crisis. According to their projections, public debt in the region will accumulate to at least €1.7 billion by 2027, up from around €811 million in 2023.

The Cooperation Community of the Oldenburg Region has criticized the shifting of costs for political promises onto municipalities, particularly in the areas of social welfare, childcare, and refugee support.

Root Causes and Proposed Solutions

The financial struggles faced by municipalities in southeastern Lower Saxony and the Oldenburg region are attributed to several factors, including:
