Rapporteur Public’s Findings

In previous conclusions, the public rapporteur had already identified "gaps" in the budget orientations report. However, the Marseille City Council’s lawyer, Me Jorge Mendes Constante, argued that the missing information was contained in a separate document, the Marseille Investment Plan, which had been approved.

Opposition Group’s Reaction

The opposition group "Une Volonté pour Marseille" welcomed the court’s decision as a sign of "a fractured administration without a clear direction."

Catherine Pila, president of the opposition group, stated, "This cancellation is not anecdotal, as claimed by Benoît Payan’s elected officials, but highly significant. It exposes an administration marred by amateurism."
