France’s successful hosting of the Paris 2024 Olympics has reaffirmed its expertise in organizing major sporting events. However, replicating this achievement for the 2030 Winter Olympics and Paralympics in the French Alps is far from guaranteed.

Environmental Challenges and the Future of Winter Sports

For Edgar Grospiron, the newly appointed president of the organizing committee, the path towards an environmentally responsible and financially sustainable Olympics is fraught with obstacles. Climate change has rendered obsolete the traditional model of paving and developing mountain ranges to accommodate hundreds of thousands of winter sports enthusiasts during increasingly shorter snow seasons.

Martin Fourcade, the multiple Olympic biathlon champion and one-time frontrunner for the organizing committee, aptly summarized the situation: "We are at a turning point for the Winter Games and at a critical moment in the history of the French mountains and their challenges." The current system that has fueled the success of French ski resorts is unsustainable and must be rethought.

Alpes 2030 plans to make maximum use of existing infrastructure, primarily inherited from the 1992 Albertville Games. However, significant adaptations are necessary for facilities such as the bobsleigh and luge track and the ski jumping hills to meet current Olympic standards. The high maintenance costs of these facilities raise questions about the return on investment.

Additionally, the construction of a new ice rink in Nice remains contentious, considering the availability of several existing venues in the host regions (Auvergne-Rhône-Alpes and Provence-Alpes-Côte d’Azur).

Logistical Hurdles and Organizational Complexities

The vast distance between the four competition hubs – Le Grand-Bornand (Haute-Savoie) in the north and Nice in the south – poses logistical challenges. This will result in substantial travel for spectators and accredited personnel, contributing to carbon emissions.

The organizational structure of the Olympics presents its own set of challenges. Unlike the Summer Games, the Winter Games heavily rely on public funding, raising concerns about potential cost overruns. Concretizing the environmental and financial commitments will be particularly difficult given the time constraints.

Leadership and Governance

Tony Estanguet’s leadership as the head of the Paris 2024 organizing committee was a key factor in its success. Edgar Grospiron faces a complex landscape with multiple stakeholders, including the sporting community, two host regions with their own interests, and the government aiming to keep the cost under €2 billion.
