Grand Paris Express Subway Lines Face Further Delays, Sparking Concerns

The construction of subway lines 15 south, 16, and 17 of the Grand Paris Express network has encountered additional delays, according to an announcement made on Tuesday, February 18, by the Société des Grands Projets (SGP). This news prompted Valérie Pécresse, the president of Île-de-France Mobilités, to call for a "control mission" to address the situation.

Technical challenges have led to six months of additional delays, pushing the delivery of line 15 south (Noisy-Champs to Pont-de-Sèvres) to "the fourth quarter of 2026," explained Jean-François Monteils, chairman of the SGP’s executive board, during a press conference. This project had already been delayed to the summer of 2026 in November. The first sections of lines 16 and 17, from Saint-Denis to Clichy and to Le Bourget, will now be delivered in the "second quarter of 2027," despite initial expectations for their completion by the end of 2026.

Initial tests on line 15 south revealed the need for adjustments to the software, according to the SGP. "This work cannot be carried out simultaneously on line 15 south and lines 16 and 17," explained Mr. Monteils, resulting in "an unavoidable delay of around six months" between these projects.

Valérie Pécresse expressed her shock at the "scale of the new delays." She now fears that "there is a risk of not having line [15 south] delivered before April 2027," according to a statement she released. "This is very bad news for the hundreds of thousands of residents and workers in the inner suburbs."

She has requested the "creation of a control and coordination mission to minimize these additional delays to the end of 2026 and to ensure accurate and transparent real-time information to the members of the SGP’s supervisory board."

The SGP stated that it relied on a report by Yves Ramette, former CEO of the RATP, and Didier Bense, former CEO of SNCF for the Île-de-France region, to establish a new schedule, which it is "convinced is robust," emphasized Bernard Cathelain, a member of the SGP’s executive board.

In explaining the delays, the SGP emphasizes the unprecedented nature and scale of the Grand Paris Express. It argues that the time frames initially set for these testing and system appropriation phases "were not sufficient."

These delays do not affect the northern section of line 15, passing through La Défense and Seine-Saint-Denis, nor the subsequent sections of line 17.
