Call for a Comprehensive Reform of BAföG Student Financial Aid

Introduction

In Berlin, a broad alliance of associations has demanded a fundamental reform of the BAföG student financial aid program following the federal election. The key issue at hand is the insufficient number of students receiving BAföG, leaving a significant portion struggling financially.

Precarious Financial Conditions and Inequities

According to an Eckpunktepapier (policy framework) released by the alliance, approximately one-third of students live in precarious financial circumstances. Despite efforts, BAföG continues to fall short of reaching a substantial number of students from diverse backgrounds.

Alliance Members

The alliance includes labor unions, the German National Association of Students, student councils, church-affiliated university associations, and the Arbeiterkind (working-class child) initiative, all advocating for a more equitable and accessible BAföG system.

Key Demands

The policy paper outlines several key demands:

  • Existenzsicherndes Minimum: BAföG rates should be increased to guarantee a basic standard of living.
  • Increased Exemptions: Exemptions should be raised to benefit families with middle incomes.
  • Adequate Consideration of Housing Costs: Rising housing costs must be appropriately factored into BAföG calculations.
  • Automatic Adjustments: Need-based rates and exemptions should be automatically adjusted annually in line with inflation and income levels.
  • Reduction of Loan Component: The loan component of BAföG should be reduced, ultimately transitioning to full grants.

Concerns about Neglect

Lisa Iden, a board member of the Free Association of Student Unions (fzs), criticized the lack of attention paid to student concerns during the federal election campaign. She highlighted the urgent need to address the increasing financial pressure and precarious living conditions faced by many students. fzs board member Emmi Kraft strongly criticized the current housing allowance of 380 euros, calling it a "farce."

Specific Demands

The German National Association of Students (DSW) called for an increase in the housing allowance to at least 440 euros. DSW President Beate Schücking emphasized the need for more opportunities and fairness. She noted that the proportion of students from academic families remains significantly higher than those from non-academic backgrounds.

Consequences of Insufficient Funding

The inadequate and outdated BAföG system hampers social equity in higher education and exacerbates financial burdens for students. It also hinders the potential of many students to achieve their full academic potential, particularly those from disadvantaged backgrounds.

Conclusion

The comprehensive reform of BAföG, as demanded by the alliance, aims to ensure that all students have equitable access to higher education, regardless of their financial means. By prioritizing financial security and addressing the unique challenges faced by students, BAföG can become a vital tool in fostering a just and thriving education system for all.
