Currently, veterinary qualifications from non-EU countries are evaluated against a series of documents, including exam certificates and curricula. This process, handled by the Veterinary Chamber, can be time-consuming and burdensome. In recent years, the number of applications from foreign-trained veterinarians has nearly doubled nationwide.

The Lower Saxony Farmers’ Association and the Veterinary Chamber have raised concerns about a severe shortage of veterinarians, particularly in rural practices and veterinary administration. As of 2023, the state had approximately 6,650 veterinarians, with numerous positions remaining vacant. High regulatory requirements and excessive documentation requirements are cited as contributing factors to the shortage.
